President and Chief Executive Officer

John Bozzella, a veteran auto industry executive, is the president and CEO of Global Automakers since 2014.  Since 2009, he served as a Senior Operating Executive for Cerberus Operations and Advisory Company, LLC, where he worked with the firm and its portfolio companies on a range of public policy and economic development matters.  

John served as Senior Vice President of External Affairs and Public Policy at Chrysler Group in 2009, and Vice President of External Affairs and Public Policy for Chrysler LLC from 2007 to 2009. In this capacity, he mobilized government support to significantly restructure Chrysler.  

At Chrysler, John worked closely with the federal government and other automakers on a substantial advanced technology vehicle loan program and on the development of new fuel economy standards.  In addition, he worked with state governments to gain funding for restructuring, training and development.

From 2005 to 2007, John spent two years with DaimlerChrysler Corporation as Vice President of External Affairs and Public Policy for the Americas.  John was with Ford Motor Company from 1994 to 2005 in positions in public policy, and government and community relations, and labor relations.  

Prior to joining the automotive industry, John served as New York City's director of state legislative affairs under Mayor David N. Dinkins.  He began his career in public policy as the Director of Legislative and Political Action for the United Federation of Teachers.  John is a graduate of Cornell University.

Executive Vice President and General Counsel

Ellen has spent most of her legal career representing international automobile companies. Before joining the Global Automakers in 2005, she spent 15 years with Mitsubishi Motors North America, Inc. (MMNA). As its Senior Vice President and Chief Legal Officer, Ellen was charged with overseeing the legal and public affairs activities for Mitsubishi Motors’ operations in North America and served as a member of its board of directors. Prior to MMNA, Ellen was a litigator with several major law firms in Washington, D.C. and Los Angeles. In 2000, Automotive News selected her as one of the "100 Leading Women in the North American Auto Industry." Ellen received her B.A. in Government from Oberlin College and her J.D. from the Washington College of Law, American University.

Assistant General Counsel
Charles has extensive experience representing the automobile industry in a wide range of fuel economy, greenhouse gas, and mobile source emissions matters. He joined Global Automakers after 13 years as Of Counsel with the law firm of Gibson, Dunn & Crutcher in Washington, D.C., where he was a member of the Litigation and Environmental Litigation and Mass Torts Practice Groups. His background includes agency rulemaking and regulatory challenges, defense of environmental enforcement actions, and environmental white collar investigations. Charles began his legal career as an Associate with Gibson Dunn in California. He received his J.D. from the University of Virginia School of Law and holds a B.A. from Washington and Lee University. He is a member of the California and District of Columbia Bars.
Vice President, Trade and Competitiveness

Paul has expertise on a wide variety of automotive issues and joined Global Automakers in 2000 after working with Nissan North America's Government Affairs Office for 12 years. Paul has extensive experience with Congress, Executive Branch Offices, and regulatory agencies, as well as in organizing coalition and grass-roots lobbying efforts and media relations. His career includes legislative positions on Capitol Hill, the Department of Defense, and the Embassy of Japan. He received his B.A. in political science from Illinois State University and his M.A. in public policy from Loyola University of Chicago. Paul studied in Japan and speaks conversational Japanese.

Vice President, Vehicle Safety and Connected Automation

With over 25 years of experience in various engineering and management positions at “intelligent” transportation organizations and major carmakers, Steve Gehring comes to Global Automakers after serving as Director of Public Policy for Vehicle Safety at General Motors.  Steve has a strong track record working on both traditional historical areas of auto safety and with emerging new safety technologies.

Steve holds a B.S. from Kettering University and a M.S. from the University of Michigan. He serves on Mothers Against Drunk Driving (MADD) national board of directors.

Director, Federal Government Affairs

Before joining Global Automakers in 2016, Thomas has held a number of prominent staff positions within the Republican leadership. He was Chief of Staff to Representative Hal Rogers (R-KY-05), Chair of the Appropriations Committee, where he managed the Congressman’s legislative and political agenda. Prior to that, he was Executive Director of the Republican Main Street Partnership. Thomas has also served as Chief of Staff for Representative Tom Davis (R-VA-11), and as Associate Political Director in the White House during the George W. Bush administration.

He is a graduate of George Mason University with a bachelor’s degree in Public Administration, and has taken graduate level courses in Public Administration and Public Policy.

Senior Manager, Federal Government Affairs

Hannah supports the Association with its federal lobbying efforts and analysis of legislative activities impacting the auto industry.  Prior to joining Global Automakers, she spent the last five years working on Capitol Hill where she worked on numerous issues including foreign affairs, trade, and immigration.

Hannah is a graduate of Boston College with a degree in international studies. She also holds a M.A. in Latin American Studies from Georgetown University’s Edmund A. Walsh School of Foreign Service.

Director, State Government Affairs

Damon’s state and local public policy expertise grew from his background in both the public and private sectors.  Prior to joining Global Automakers, he was a senior adviser to Missouri Governor Jeremiah (Jay) Nixon on technology and innovation issues. Previously, Damon was director of public affairs for a Fortune 100 telecommunications company, chief of staff and legislative director for two speakers of the Missouri House of Representatives, an assistant attorney general of Missouri and an associate for a boutique integrated communications firm. Damon earned his J.D. from The Catholic University of America and holds a B.A. from Marymount University.  He is a member of the Council on Foreign Relations and admitted to bars of Missouri and the Supreme Court of the United States.


Josh Fisher has more than a decade of state legislative experience. Prior to joining Global Automakers, Josh helped lead Stateside Associate’s Healthcare Issue Management Practice where he advised clients on health care policy and a wide range of state and local government issues.

Past experience also includes work in the Maryland General Assembly Department of Legislative Services, in the U.S. Department of Labor’s Directorate of Construction, and as a law clerk in the United States Attorney’s Office for the District of Maryland.

Josh graduated magna cum laude from the University of Baltimore School of Law and is a member of the Maryland Bar. He holds a B.A. in economics from Washington & Lee University.

Manager, State Government Affairs

Isabel Villa-Garcia joins Global Automakers from North Carolina where she was the Legislative Affairs Director for the North Carolina Association of REALTORS®. She previously advocated for the NC School Boards Association, and was on staff at the N.C. General Assembly before starting her lobbying career. Isabel has a B.A from North Carolina State University and will be receiving an M.P.S in Political Management from George Washington University in December of 2017. She speaks three languages, and is a lifelong Raleigh native before her recent move to Washington, D.C

Director, Environment and Energy Affairs

Prior to joining Global Automakers in 2011, Julia served as senior regulatory engineer at the Hyundai America Technical Center, Inc., focusing on energy and environmental regulatory issues. She also worked at the U.S. Environmental Protection Agency’s Office of Transportation and Air Quality as an environmental engineer. At the EPA, Julia coordinated with governmental organizations and regional stakeholders on several rulemakings, such as the agency’s federal rulemaking process from the 2005 Federal Transportation Act. Julia has a Masters in Environmental Engineering from the University of Michigan and a B.A. in Environmental Science from Northwestern University.

Manager, Environment and Energy Affairs

Amandine Muskus has extensive experience in energy and environment issues both in the United States and the European Union. She consulted for the National Highway Traffic Safety Administration on the 2008 CAFE rulemaking technical analysis and regulatory drafting. She also worked on the global harmonization of transportation safety, road infrastructure and vehicle to infrastructure issues within both the UN/ECE WP.29 and European Union.

Prior to Global Automakers, Amandine worked for two Brussels-based firms: S3Transportation, an transportation consultancy; and the European Biodiesel Board. She holds Bachelor and Master Degrees in Mechanical Engineering from Case Western Reserve University and a Doctorate in Strategic Negotiations and Diplomacy from the Institut d’Hauts Etudes Sciences Politique (Sciences Po), Paris.

Senior Manager, Vehicle Safety and Connected Automation

Paul joined Global Automakers in 2011 to support the Association’s legislative and regulatory activities affecting vehicle safety. In this position, Paul manages a broad range of automotive policy issues including vehicle cybersecurity, vehicle-to-vehicle communications and connected cars, advanced driver assistance systems, and automated vehicles, among others.

He was previously with the George Washington University National Crash Analysis Center as a Senior Research Associate, where he analyzed real-world crash data to identify opportunities for improvements in vehicle crashworthiness and occupant injury mitigation. Paul has published several research papers on child safety, frontal crash protection, motorcycle safety, and small overlap frontal crashes.

He holds a Bachelor of Engineering in Computer Science from Queens University, Belfast, and is currently studying towards a Masters in Transportation Policy, Operations and Logistics at George Mason University.

Director, Communications

Annemarie has spent most of her career representing international automobile companies. Prior to joining Global Automakers in 2010, Pender served as senior public affairs specialist at American Honda Motor Company, Inc. and as a public affairs specialist with Mazda North American Operations. She has also worked in government relations for the American Textile Manufacturers Institute. Annemarie holds a masters of arts in public communications from American University where she is currently an adjunct professor. She also serves on the board of directors of the Washington Automotive Press Association.

Communications Manager

Lauren O’Toole Boland  has spent her professional career in political communications. Prior to joining the Global Automakers, Boland served as communications director for two members of Congress and worked on issues including national defense, transportation, healthcare, trade and the budget. During her time on Capitol Hill, she gained experience on multiple successful congressional campaigns as the communications director in races throughout the state of Ohio.

Lauren is a graduate of Miami University with a degree in communications and marketing.

Director of Finance and Administration

Angel L. Punzalan has more than 10 years of accounting and financial services experience. Prior to Global Automakers, Angel worked for Raffa, P.C., serving clients’ diverse accounting and business consulting needs.  Past experience also includes four years with Ernst & Young Philippines serving non-profit companies in manufacturing, healthcare, and other sectors.

Angel is a certified public accountant licensed in Delaware.  She earned a B.S. in accounting from the University of the City of Manila.

Michelle Hernandez joined Global Automakers in Spring 2017. Previously, she worked at the Boston Consulting Group, specializing in Global Healthcare and Education administration.

Michelle is a graduate of Seton Hall University with a B.S. in International Relations and Diplomacy.
