Global Automakers Submits Comments on California's Advanced Clean Car Midterm Review

Global Automakers submitted comments to the California Air Resources Board (ARB) on March 17, 2017 on the “California’s Advanced Clean Cars Midterm Review: Summary Report for the Technical Analysis of the Light Duty Vehicle Standards” (Midterm Review). The comments address the three regulatory programs within the California's Advanced Clean Car Program: the Zero Emission Vehicles (ZEV) mandate, the Greenhouse Gas (GHG) standards, and the Low Emission Vehicle III (LEVIII) standards.

There are three general themes throughout Global Automakers’ comments:

  1. The purpose of the Midterm Review is to assess feasibility and ensure that the automotive industry can meet the joint goals of year-over-year environmental improvements and providing affordable vehicles that customers want.
  2. Customers are the key to the success of the Advanced Clean Car Program. While manufacturers are required to sell certain vehicles, there is no requirement that customers must buy these vehicles. This reality is all the more important as California, Section 177 states, and the auto industry consider the best ways to build customer demand for electric vehicles.
  3. The Midterm Review should evaluate improvements, including policies that streamline regulatory burden and increase program flexibility, both of which help support success under the Advanced Clean Car Program.
