Section 177 States Send Letter for ARB Midterm Review Update

The lead environmental regulators of six states - CT, MA, NY, OR, RI, and VT - sent a letter to the California Air Resources Board (ARB) for the board update item on the midterm review of the Advanced Clean Cars program. The letter is attached below and highlights the following:

  • The Clean Air Act precludes the states from adopting differing standards from ARB
  • Any ARB decisions impact the states and their greenhouse gas (GHG) emissions goals
  • The states support a strong zero emission vehicle (ZEV) program, and do not want any delay from the 2018 start
  • Regulatory certainty is needed; it helps the automakers plan
  • A footnote that supports only giving ZEV credit once a ZEV is sold
