Global Automakers and the Auto Alliance jointly submitted comments to the California Air Resources Board (ARB) on June 24, 2015 on the second 15-day notice for amendments to the Low Emission Vehicle (LEV III) program. These comments support the amendments and suggest a few additional clarifications. Interim approval to implement the procedures before the effective date is also requested.

On May 29, 2015, the Association of Global Automakers and the Alliance of Automobile Manufacturers sent a joint letter to the National Highway Traffic Safety Administraiton (NHTSA) regarding the Retooling Recalls workshop held on April 28, 2015. Global Automakers submitted comments to New York State Energy Research and Development Authority (NYSERDA) in response to the 2015 RGGI Operating Plan Draft Amendments on May 22, 2015. The comments included support for the infrastructure and Charge NY programs included in the Plan and stressed the need for incentives. Global Automakers recommended using RGGI funds to help build a ZEV market in New York. The full text of the comments is attached.

Global Automakers submitted comments to the California Air Resources Board (ARB) on the proposed modifications to the Zero Emission Vehicle (ZEV) regulations (also known as 15-Day Notice). The comments generally support flexibilities for intermediate volume manufacturers, the allowance of three-year carry-back provisions for intermediate and large volume manufacturers, and the need for robust annual updates to the Board.

On May 5, 2015, Global Automakers submitted a letter of support to the New Jersey Assembly Consumer Affairs Committee for S 2174, which seeks to create criminal penalties for those individuals knowingly participating in the manufacture, sale or installation of counterfeit or non‐functional airbags. On April 16, Global Automakers sent the Oregon House Energy & Environment Committee a letter supporting HB 2092, which establishes a Zero Emission Initiative Fund to provide rebates for the purchase of hydrogen fuel cell, battery electric, and plug-in hybrid electric vehicles. The letter was sent to the committee in advance of a work session hearing being held later that day.

On April 15, Global Automakers sent California Senate Transportation Committee members a letter of support for SB 39, which increases the number of “Green Stickers” from 70,000 to 85,000 for plug-in hybrid electric vehicles to access HOV lanes. The Association sponsored SB 39, as well as legislation the previous session that increased the number of stickers from 55,000 to 70,000. As of April 8, 2015, the Department of Motor Vehicles has less than 6,750 Green Stickers remaining before reaching the limit.

Global Automakers submitted joint comments with the Auto Alliance to OEHHA on proposed Prop 65 warning regulations and the proposed lead agency website on April 10, 2015. Comments on the warning requirements addressed the need for additional clarity, changes to vehicle-specific requirements, and recognition of court-approved settlements. Comments on the proposed lead agency website included concerns about CBI, cost and time of collecting required data, and the need for clarity on the type of information required.
